I worked on a project like this way back. What we did there was just regular swing, which we then precompiled, based on a css layout, to something which JME (Java Mobile Edition) could understand and render. This might be a cleaner approach, since it means we stick with the single GUI framework for both the desktop and the android version of the same game. Maybe a slightly different approach.
